Adventure Wonderland could remain partly undeveloped after planning officers recommended refusing proposals for a mixed-use leisure and tourism scheme.
The former family theme park closed before parts of the site were taken over by organisations including Diverse Abilities, Merritown and Discovery Village.
The latest plans include gardens, outdoor play areas, mini golf, reopening the café and shop, and retaining the maze.
Part of the application also seeks retrospective permission for an airport parking operation with 107 commercial parking spaces.
Planning officers say the airport parking element is unacceptable and argue there is not enough evidence extra airport parking is needed.
A council report also raises concerns about highway safety, including the lack of a safe, lit and controlled crossing on Parley Lane.
More than 50 letters supporting the plans were submitted, while five objections raised concerns about safety and the impact of commercial parking.
A decision is due to be made by Bournemouth, Christchurch and Poole Council’s eastern area planning committee on May 28.
