Harbour boat safety consultation launched

Poole Harbour

A public consultation has opened on plans to improve safety for commercial boat trips in Poole and Christchurch harbours.

BCP Council is asking residents, businesses and people who work on the water to comment on a draft Pleasure Boats and Boatperson Licensing Policy, which was approved for consultation by the council’s licensing committee in December 2025.

The policy focuses on small commercial pleasure boats operating in inland waters, including skippered passenger boats, self drive hire boats and personal watercraft such as jet skis and e foils. Private leisure boats are not covered.

The council says the aim is to set out clearer and more consistent guidance on licensing, training, inspections and safety standards, helping people enjoy the harbours while recognising they are busy working environments.

Councillor David Flagg, Chair of BCP Council’s Licensing Committee, said, “Our harbours are busy, working environments and safety must always come first. This draft policy is about setting out clear, consistent standards for commercial pleasure boat operators.”

The consultation runs until March 11th, with comments invited through the council’s online consultation platform.
