Winter wonderland decision deferred
A decision on plans linked to Bournemouth’s winter wonderland has been postponed so biodiversity concerns can be addressed after a cherry tree was removed in the Lower Gardens.
The application relates to the Christmas event currently operating in the Grade II listed park, which includes the ice rink, games stall and alpine chalet area.
Planning officers advised refusal due to missing information and the removal of the tree without permission. Applicant Simon Smith said the tree had been taken down by BCP Parks and confirmed he had agreed to fund six new trees.
Councillors were told the removal triggered Biodiversity Net Gain requirements, which meant the plans had to be considered by the committee.
Questions were raised about the timing of the consultation period, which closed on 19 November despite the event beginning on 13 November.
Officers said the extra biodiversity requirements arose during the application process and had to be resolved before a recommendation could be changed.
Councillors discussed replacement planting, grass damage and the details needed to meet Biodiversity Net Gain rules. Some expressed concern about the process, with comments that enforcement would be swift for residents and that the situation showed a breakdown in procedure.
Others highlighted the economic value of the event and its importance for businesses, with references to the large number of visitors last year.
Councillor Kate Salmon proposed deferring the decision to allow more time for the applicant and officers to resolve Biodiversity Net Gain matters. The committee voted unanimously to defer and delegate the final decision to the Head of Planning, with an option for the matter to return to committee if refusal is still recommended.
The event will continue to operate while the outstanding issues are addressed, with a decision expected before the next eastern planning committee meeting on 18 December.
