Council to regain control of Upton Park Farm
BCP Council looks set to take back control of Upton Park Farm in Poole following a proposal by the current tenant to surrender their long-term lease.
The Farm Business Tenancy, which began in June 2014 and had around 40 years left to run, covers a 36.3-hectare site off Poole Road. The site includes a detached farmhouse, three cottages known as 1, 2 and 3 Pentre Cottages, a range of farm buildings and surrounding agricultural land.
The tenant approached the council in 2024 to discuss ending the lease early, and following negotiations, a financial settlement was agreed on a subject-to-contract basis.
Since 2023, the council has spent around £35,000 maintaining the cottages, with a further £415,000 in repairs expected over the remaining lease term. Surrendering the lease would remove that liability.
A report to Cabinet highlights opportunities for the site, including potential residential development, community use, or expansion of the Suitable Alternative Natural Greenspace (SANG) north of the A35. However, it also notes risks such as market changes, the tenant withdrawing their offer, and costs like Stamp Duty Land Tax.
It is proposed the acquisition will be funded through the Strategic Community Infrastructure Levy, with potential proceeds from surplus buildings helping offset costs.
The proposal will be discussed at the Cabinet meeting on 29 October, with final terms to be approved by the Director of Finance in consultation with the Portfolio Holder for Finance.
