Dorset Council says staff completion rates for mandatory cyber security training have risen from around 65% to 80%.
Councillors had previously raised concerns about low participation, but a scrutiny committee heard the figures have improved in part due to changes in how they are calculated.
Earlier data included external organisations and staff unable to complete training, such as those on long-term sickness.
The figures also varied depending on when they were measured after reminders were sent out.
The council says staff who repeatedly fail to complete the training could have access to some IT systems restricted, while councillors will now also be expected to take part.
