Bournemouth bar licence reviewed after noise complaint
A Bournemouth bar has had its licence reviewed by councillors following a complaint about noise from a neighbouring property.
BCP Council’s licensing committee met on three March to consider an application relating to Chaplin’s and The Cellar Bar in Boscombe, after concerns were raised about music and customer noise.
The applicant, Ms Pearl Montgomery, said she bought a flat next to the venue in two thousand and seven and was not aware of the bar at the time of purchase. She told councillors she no longer lives at the address, as her son and his family have since moved in.
Ms Montgomery said she was not asking for the venue to close but wanted a solution to noise leakage, adding that the review was about the impact on her home.
Representing the bar, Duncan Craig told the committee that living near a busy street or licensed premises can involve some level of disturbance. Rebecca Floodgate added that some noise is to be expected where people gather.
Environmental Health officer Paul Barker said an acoustic survey could cost thousands and that a statutory nuisance had not been established. He also noted a secondary recording had not taken place.
The committee will deliberate in private before reaching a decision.
