Traders near the Dolphin Centre in Poole say they are facing significant losses as lift issues continue at the nearby multi-storey car park.
Five of the six lifts serving the site are currently out of order, with all six initially affected.
Business owners report footfall has dropped sharply, with some estimating a decline of up to 70 per cent, particularly among customers who rely on step-free access.
Shop owners say wheelchair users and older visitors are among those most impacted, with some businesses now struggling to cover costs.
One trader described the situation as worse than during the COVID pandemic, while others say they may soon face difficult decisions if the issue continues.
BCP Council says it understands concerns and is working to improve the condition of the lifts.
The council added that alternative access options are available, including ground floor parking and ramps leading into the centre.
